It only does it when it's warm out and it doesn't change with moving speed / engine speed nor any of the internal controls such as wipers / fans etc. I've tried to find it but I'd have to take the whole dash off to get to the noise. I have no dash speakers btw. Also, I have checked every system I can think of for the relays and no matter what I do, it makes no difference.
