Especially certain times of day or things like millions of people streaming videos after dinner. Or software/hardware changes such as was done by one of the backbones recently. Also keep in mind AW just came out and xbox traffic competes with pc and all the rest. Along with the attrocious peer-to-peer that swallows it up and the rest of us get to suffer from. Oh... and dont forget the net neutrality thing going on. A couple major providers have been shown to be screwing around in their fights with Netflix and the 'fast lane' idea.
