I think the idiot was holding the handle down hoping the spider would flush. Some bugs never flush unless you cover them with TP first, then it's anchor's away.

I'm not sure what species that spider is, but one of the most common indoor spiders we have is the Huntsman.  Normally fairly harmless, but scare the crap out of you when one falls on you.  I always name mine Fred but I think I will call the next one Hxtr.  My brother in law got bitten by one once which is reasonably unusual, it gave him one hell of a headache and the shakes for about 5 hours.

As far as the low-flow toilets go, it can depend on where you live.  Some areas of the country get so much rain in the wet season that water really isn't an issue, but overall it is quite dry here.
