You can go to the CTF server and find out, no need to ruin FTAG. I wish my tube worked as well as others. I'll shoot at someone and nothing. In fact I'm lucky if it hits anyone at all. :-/ It's happened to me too, blows up on the person and I get an X, WTF seriously. I believe it has to do with the blast radius and the blast mitigating map objects in a given location. A few walls here and there, the radius is reduced and nothing happens to the attackee.
