Try resetting the bios via the 3 pin jumper then try a boot. If that doesn't work, maybe try a new power supply.

Check your CPU fan or fans while your in there.Bad cpu fan or a dead signal wire on a CPU fan will make it restart every time Just after Bios post.

My old power supply fan locked up and it didn't shut the PC off.Power supply just burnt up.No funky sound or nothing.Would not power up at all.Your power supply could have a smart fan in it (3 or 4 wire multi speed fan) instead of the more common 2 wire fan.

Think you got it Drimp. Put in a new power source, which helped. But same issue.  I've ordered new RAM. Fingers crossed.

Go into BIOS. I assume there is a page monitoring temps. Go there and see if the CPU temp spikes.

Like the others said. PC rebooting back and forth is generally a power supply issue. You can test it with a multi meter or power supply testers (they are like 15 bucks).

If you want to rule out bad CPU, load without ram memory if you get never ending beeping the CPU still works. Power off and troubleshoot power supply.

Ram sometimes goes bad too, swap it out with a know working set is a good idea.

Sometimes with PC repair there is no set answer. You are like a car mechanic who just fixes stuff by process of elimination.

If you've already replaced the power supply the check the obvious....cpu cooling, memory, MB battery. Depending on how much ram you have, pull all but one stick and try it . CPU cooling is the most important item to check. In the time it takes your pc to post on a restart, it can burn up if your heat sink / fan are not working. You will never be able to get into the bios to check the temp of your cpu if it is overheating. The thermal sensors built into today's processors automatically shut down the pc if the cpu overheats. That is so you don't burn up the cpu.  If all is ok with the cpu, then check the ram, one stick at a time. Let me know how it goes, and we'll take it from there.
