I tried joining a game on our server this morning and was simply told "Server full." I had to wait in a queue to get in. Even then, I still had to click "Join game" when someone told me there should be slots available. There were, and I was able to get in then, but there was no obvious action on the part of the server to inform me there were available slots, or -what I expected to happen- to simply auto join the server as a slot became available. But again, if there's a system in place that is supposed to provide priority access to >XI< clan members on "the list," I don't see that it's happening.
