Both will cause that. 1 of the wires from the CPU cooler to the motherboard is the fan RPM Monitor (or water pump RPM monitor) If the motherboard sees no fan signal it will reboot as soon as windows starts to load. If the power supply has a bad or leaking capacitor it will turn on for a second or 2 then power back off. I recently had the power supply fail in my old Dell. 1 of the fan wires fell off and shorted out on the bottom of the case. Burnt out the 6v power rail inside the power supply. Computer still powered on but it wouldn't do anything. The Dell is dead untill I can dig up another cheap power supply for it. It's my spare PC so it doesn't matter when it gets fixed.
