Purchased new pc with Geoforce rtx 2080 video card.

Also running I7-9700  processor

In game graphics are awesome when not moving. I can actually see the opponents for a change.

When I am moving around the image is shaky/blurry and difficult to focus. This means it is extremely hard to shoot or sight to shoot. Totally sucks and makes game play not worth the time of day.

Ping is typically in the 60-70 range.

Any suggestions as to possible setting changes or where to go to improve the situation.

Cheers!

What size screen do you have?

If you know how to open console enter /cg_drawfps 1 so we can rule out an fps problem. Tell me what numbers you get in the top right hand corner of the screen. To turn this off again you enter /cg_drawfps 0.

Not sure if this is the problem but make sure that your ingame resolution is set the same as your Desktop. If I my desktop resolution is different than my ingame resolution on Some games (most notably in COD4) it makes the game all blurry and crap.

My desktop resolution on a 27" Samsung is 1920x1080. If I set my ingame resolution lower it's all wonky. Windows 10 has an option to fix scaling issues if you want to give that a try.

Can you give complete specs please? What kind of ram, speed and capacity, also what type of drives you have so we also can try to rule out read/write delays but with a 2080 I am assuming you already are running your OS on a ssd. Finally, what games are you trying to play? Because you should be getting WAY more frames than +-60.

Should definitely be getting higher then 60 fps, not sure what is causing that, but that will definitely make the game feel laggy. I would have thought even with everything on max with a 27" screen you should still easily be getting hundreds of frames. Having said that, check your /com_maxfps and make sure it is set to at least 125. I'm going to be on teamspeak for the next few hours if you can make it on and we could look at some stuff more quickly.

@Sgt Wacky Yea on cod 4 I set my fps to 333 but I can easily get over 500 but that makes you have connection issues on the ftag servers so 333 is the sweet spot for me at-least. I just want to verify though, you are using the SSD for your OS right? Along with the 4TB as a storage drive I would hope. The last thing I would suggest would be to get a usb to boot with memtest86 and test the RAM to see if their is problems there. If their are any error codes before you RMA it make sure your BIOS is updated because with my motherboard their was serious compatibility issues with my RAM until I updated my BIOS which fixed many issues I was having with overall stability in my computer.

Thanks for your follow-up and comments.

It appears that the issue was associated with "Sync every frame" setting in COD 4. I changed the setting to "no" and am now getting significantly higher fps. I will test setting my fps to 333 as well to see if it helps further.

Cheers!

You can't cut and paste in a post.

Click on the choose files tab at bottom of post reply box and then locate you pictures, highlight them, then click open, they will upload one at a time, click submit reply and all of them will be in a post.

A.. game limited to monitor refresh rate[ as new pc have you reinstalled the monitor software? and set it to monitor refresh rate]

B guessing cod? turn off weapon and world blur

C if playing cod Modern Warfare 2019, you can set monitor refresh rate in options, one below that set that to 150[cant remember it at mo lol age!] that gives you screen 1080 x 1050 hd display 100 i think is 1366 x 768 or 1360 x768

D if your using a dvi cable it locks it at 60mhz,,,,,,,,,hdmi  or Display port cables will give you the 75hz
