Even if you turn mouse smoothing and acceleration off in Windows 7 or 8, Windows STILL does some mouse acceleration.  What this means if you move your mouse 1 inch in any direction slow, the pointer will move a different distance than if you move your mouse 1 inch quickly.  This will make it so your pointer moves the same distance regardless of how fast or slow you move your mouse.  Thanks to SnipedYew for turning me on to this.
