Cavey, google and you will see that my comment isn't that weird. The cod can be still loaded in memory or in taskmanager. The same as you try to run a local server with cod2/4.

Go to options => multiplayer options.
There you need to go enter key.
Don't change the code. But click on verify.
Ture, it still could be loaded in memory or in taskmanager, however that has nothing to do with your router's firewall. Firewall's either allow or bloke, simple as that. Unless he logged into his router firewall and bloked the cod tcp or udp gaming protocols, this cannot cause the problem.
If the router is 100% working properly, you are right. I don't know why we have this discussion as this is now sorted and was just suggesting him to start with the basics to have those issues nailed down. Firewalls aren't flawless as other electronic devices.
