The solution for this issue is very simple but over looked. The problem is not the players but a few key items ran in the "ACE MOD".
First off the server can host 22 players but the server is running maps that are designed for way less players. A few maps in the cycle now are 8 player max maps. Designed with maybe 10 - 12 spawn points.
Secondly there is the "revenge spawn" factor. You spawn in the same area in which you died, then you kill and they do the same. What happens is everyone is spawning on top of each other and in some cases the entire other side of the map is not being used.
Solution IMO would be to always select large maps made for large amount of players or minimize the amount of player allowed on ACE MOD at once and disable the revenge spawn.
Just to add. The spawn protection is glitchie.
If you notice in game when you spawn at the top of your screen you'll see "Spawn Protection Enabled".
Once you move it suppose to disable but there is a delay for about 4 second or what ever the spawn protection settings are. You'll see at the top of your screen where it says " Spawn Protection Disabled".
This 4 second period you are bullet-proof. I see players spawn in, switch to pistol and sprint run. You can unload a clip into them and but they are protected. The spawn protection needs to be set at 1 or 2 seconds.
Spawn Camping: If a player does not have a fighting chance.
If you spawn in a room, walk out of that room and get shot then you had a fighting chance. If you spawn in and a player has cross hairs bearing on the spawn point then that's spawn camping.
Spawn Raping: Moving between areas bearing your cross hairs on spawns.
