There are always two sides to a story/situation and here, there's also obviously a language barrier. I'm not taking any position as I'm no witness or don't know the story, but it makes me think of something that might have to be considered too, in this situation : sometimes people speak another language (than English) shortly in game with other players who speaks the same language, but 99% of the time it's not related to the game at all, or it's as simple as "Bummer, you killed me again you idiot !" all in fun and only to a player that will actually understand that language. What I mean is that it doesn't necessarily mean that it's against another player, used to talk of someone else or used as a "secret language". Although, what I noticed is that some of the players who don't speak that other language often think that it is or see it that way... like if they were automatically feeling "threatened".
I just wanted to precise because some others and myself have heard many comments in the past, including "Learn the language" or "It's an English only server", when we're just asking each other how we're doing... and for just a few seconds which means that we're not "spamming" it... and even if we speak English about what's game related, call the shots and everything else. Also, we have to remember that there are as many levels of understanding/speaking English as there are players for who it's not their first language. We can't ask them to be perfectly bilingual as what may seem easy for one might not be as easy for another person, as for an example.
