That same update show to have already installed? You can open up the Windows update and tell it to hide that update, but I would still be concerned as to why it's not working properly. Are you using the built-in windows update to install it? have you tried downloading and installing the update manually? http://www.microsoft....aspx?id=35809. Is it the only update not installing or are others not working either? Also, the update is for changes in daylight savings time, so it is not a totally vital update but it could cause problems with your system if it is a member of a domain.
