No, but i did get one of these:

BF4, DayZ, Rainbow Six, Just Cause 3, Fallout 4. Win 10 Intel i7 4960X 12 threads, 3,6 GHZ. Asus rampage IV Black edition Two Asus 780TI in SLI. 16GB of DDR3 RAM. Water cooled. 2 SSD drives, one for windows and one for multiplayer games that i need to load quickly. And uhh... That's it. I run all games on maximum graphics, i never overheat, and everything is very, very smooth.

Policies like this always differ, since there are no laws stating wether or not a company should use refunds or price guarantees. There are pointers and guidelines, but no company is bound by law to refund your product unless it's broken by no fault of your own. Especially games/movies/operation systems are excluded from any refunds since they can't be re-used if it's been sold via a code. When the code is activated, the value pretty much goes down to 0.

The thing is though, this is how it works with sales in every retail store ever across the globe. Sale deals are set to be valid on certain dates. If you buy it on the day before or the day after - no, you won't get the discount. It sucks, and you might feel tricked, but it's seriously just bad luck for a costumer to time a purchase like that. The company can't do anything about it. Remember that all sales mostly result in economic loss for the company - that's why sales are limited to certain periods of time. If a company would actually profit from sales, the games would ALWAYS be that cheap. You are probably not the only one who bought a game on the day before it went on sale. Just imagine if everyone got their money back because of bad timing. Plus, it's the game company/developer/publisher that decides if their game is gonna be in sale or not. Steam doesn't decide which games go on sale, so the whole thing is pretty much out of their hands.
