300W is really small, but according to several articles I looked up.. you should be able to swap to the 4600 series and use less power. This article is all about the card you have: (this link carries you to the power consumption page)

http://hothardware.com/Articles/ATI-Radeon-HD-Refresh-3650-and-3450-Arrive/?page=9

This one talks about 4650 and 4670:

http://www.engadget.com/2008/09/10/ati-radeon-hd-4670-and-4650-released-tested/

another good one on 4650:

http://www.productwiki.com/ati-radeon-hd-4650/

In my opinion, I would spring for the 4670 and try it out with your present power supply. This card draws about half of what your old card does. I would however get a PS as soon as possible. It is possible THAT low power is currently causing some of your problems.

You can't go wrong with upgrading PS first, then vid.

Yup power supply. I'd recommend a dual rail 12watt that pushes a MINIMUM of 25 amps. Make sure you get proper ventilation. I had this same issue when I was ready to play COD4 and 5. Bought the power supply and now I can max out all the graphic settings and play both (and I only have a Nvidia 7800GT).
