This article is all about the card you have: (this link carries you to the power consumption page) http://hothardware.com/Articles/ATI-Radeon-HD-Refresh-3650-and-3450-Arrive/?page=9 This one talks about 4650 and 4670: http://www.engadget.com/2008/09/10/ati-radeon-hd-4670-and-4650-released-tested/ another good one on 4650: http://www.productwiki.com/ati-radeon-hd-4650/ In my opinion, I would spring for the 4670 and try it out with your present power supply. This card draws about half of what your old card does. I would however get a PS as soon as possible. It is possible THAT low power is currently causing some of your problems. You can't go wrong with upgrading PS first, then vid.
 Awards

I'd recommend a dual rail 12watt that pushes a MINIMUM of 25 amps. Make sure you get proper ventilation. I had this same issue when I was ready to play COD4 and 5. Bought the power supply and now I can max out all the graphic settings and play both (and I only have a Nvidia 7800GT).
