Even if this ban went through, children would always find a way to play these games, older siblings and even adults, it is up to the parents to watch what there kids play and yes that is easier said then done, I don't believe kids should play these games, the age limit should be 15- 16 years old for violent games, they are at an age where they can at least see the difference between reality and life, but that is my oppinion, I bought GTA and Cod and let my little brother play them when he was young, was it wrong yes in some ways, but I am for children not being able to play these games till a reasonable age. That is my two cents 3rd.
