Need to know how to turn off read only in win 7

Hey guys new system new problems. I was wondering how to turn off the read onlt attributte in win 7. I do choose the folder and go to properties and uncheck the box hit apply it runs and then it just turns itself on again. Any Ideas here. I do have this web page but I'm not getting that to work as well. Here my line inthe cmd box

I thank you very much Rick it worked very well indeed. What ever happened to just unchecking the box and saying yes to apply was that to much for us Microsoft :)
