R9 370 is not recommended for 4K gaming. Not even the R9 380X is recommended for 4K gaming. Running 4K on a R9 370 is equivalent to running 4K on a GTX 760 or R9 270X Also the R7 370 is the exact same card as the R9 370. The R9 370X just has a higher clock speed than the R7 370.

If you want 4K performance you need at the very least a R9 390X or GTX 980

What are you doing running 4K on a R7 370!? The R7 370 can barely play most games at 1080p at ultra settings.... It is your video card, not your monitor's hz. 75 hz vs 60 hz will not be noticeable in performance. Drop your resolution!

This is why you move steamapps somewhere else before doing anything as far as uninstalling steam or just delete the entire steam folder then after installing steam just insert steamapps back into the steam folder and you still have all of your games. In my entire experience of using Steam I have never seen it actually just disappear. Never changed my password unless I changed it. I've used steam for about 11 years now.
