evool Connection speed is very important yes because server needs to have a perfect communication between you and the hosting server to send and resieve data such as your position on the map, the latency comes in play which means how much time it takes to shoot a gun in game after you hit your action button on your mouse. its calculated in miliseconds so fas connection definately helps alot ... and lowering the craphics also help because less data you need to download the faster your game runs. That's exactly what changing up the config does...So it does have some effect on the ping...
