Sometimes the built-in firewalls on a router can severely impact your connection. Also, google 'regedit' to look up a quick hack for getting your computers internet connection to free itself up a little mroe and provide you with a tiny little boost (seriously, it usually doesn't affect much but some people have had great success trying it) Have you asked your ISP if they've done a hard reset of your connection on their end? Sometimes that is what's required and they don't usually offer that solution because it's more work for them, however, if you demand it they are required to perform the reset.
