Please be objective. First... body armor is not going away so dont ask. But I am looking into the possibility of having two types in perk 3. So you cannot have both except via gambler. 1: bullet damage. No explosive protection. Works as it does now and depletes as you are hit. Starting armor raised from 30 to 40. AP still ignores. 2: anti-explosive. No bullet protection. Does not deplete. Reduces damage by %40. The opposite of what Sonic Boom adds if the enemy has it. So they would cancel each other out.
