No it just means its not possible to make everybody happy. If, say, I were to move Hacker to tier one then people who want both Hacker and Stopping Power wouldnt be happy..
Also dont want a top heavy tier 1 with 12 perks and the other two with 6 each. Anyways, since my #1 goal is the most fun, within the realm of game balance, then I will move things if they need to be. It should have lots of good options to choose from, based on what players want to try and do, but nothing that could be overpowered. Good Stealth package or good r&g package. But neither should be invincible and wanting both together should offer several compromises. Fighting enemies that have both isnt very fun.
I could make it so its a pot luck and you can choose whatever you want. But then you get overpowered combinations. Ghost, I think, does Greed. Which I think offers this. But their perks are much more varied and they have the 'pro' thing. However I dont know if the Greed idea causes more problems than has benefits. As far as the game is concerned.
