You have all your mapping files installed on you steam WAW ? Localized means on your hard drive assets are models, textures, ect . That's my guess.

the unhandel exception is an error you get when your map file is different than the one the server is hosting. You have to pat atterntion to which maps are causeing the error delete them and let the server send you a new one. One bit different and you have an error.
