make sure file is in main folder and make sure theres no extra spaces do you have cd copy or steam copy my shortcut is for cd copy

and if you dont want to do it thru console you can call the file thru the game shortcut like this just use iw3mp.exe exec thaw.cfg just make sure theres a space before exec now the file will be loaded when you start the game

for thawing use this you can toggle it on and off when you accidentally pick up another weapon

delete the map from your usermaps folder and redownload from server
