Your E6850 could be comfortable at 3.6Ghz, to give you a little extra headroom, if you get an aftermarket cooler.
I OCed my buddy's E6850 easily to 3.6, on an arctic cooling Freezer 7 pro.
Today, the Coolermaster Hyper 212 Plus is the one to consider for the price (for your application).
It can be found for below $30 if you search carefully.
Computers with 4 sticks of RAM (all slots filled) are a little finicky to OC, but it's feasible...

For the price, right now, Sandy bridge offers a tremendous amount of computer POWAAR for a dude coming from a Dual-core....

AMD will have their new "Bulldozer" 8-cores CPUs on a new AM3+ socket. Also, the Sandy bridge bigger brother, the IVY BRIDGE in socket 2011 will be coming out also...IVY will be more expanse than Sandy, but will be available in 6 and maybe 8 cores......
