In my experience across many FPS games...
High pings (150+) is either a disadvantage or an advantage, but never neutral.
I've seen high skill players make the best use of high pings by learning how to lead their shots and use the latency to their advantage.
One way to abuse a high ping is to super quickly shift back and forth when running. To an enemy shooting at you, you will look like you are taking wider zigszags and they will aim most of their shots on either side of you as you are actually running small zigzags in a mostly straight line. The explanation is that you are changing your direction before the server knows about it. The server predicts that you are running left when really you already switched directions and are running right. It only happens for 150+ ms (your ping) but when you flicker back and forth VERY quickly, it adds up all those indirections enough to make other players aim incorrectly at you.
