This report dosen't sound good...I believe to repair properly you will have to jack the whole house up off the foundation and have new blocks laid or new walls poured...It is not a cheap process and requires a company specializing in that type of work...It is not all that uncommon of a problem in vintage homes especially in nothern climates because of the freezing and heaving of the earth and it was compounded by insufficient water drainage...I wish you luck my friend...
