Do you have any other software that may be using the graphics library, while you're also playing the game? Is it only this game? Hit the capslock to see if the keyboard is responsive. Otherwise it seems like your hardware goes in to a NULL state, which would point to a graphics driver issue.

I play on Windows 8.1 x64, crashes happen only on new map load occasionally. if you're running Xfire it can cause issues with D3DLL when it tries to handle the overlay during a map load. When this crash happens, I cannot ALT-TAB or or press the Windows key to get out of it because the game presented a dialog box hidden behind the crashed black screen with an OK button. I have to press CTRL+ALT+DELETE and then I either kill the game or select the dialog box and press Ok. Other than that you may notice the game runs way more smooth on windows 8.1 than windows 7, maybe its just me.

I played that mod (1.46 beta), I don't have issue with hit registration. The mod runs much smoother than the current mod, and feels a lot more fluid. If your ping is over 150ms I can see where you could have hit registration issues. For me the best weapon is the Saritech 308 with silencer.

The cards are backward compatible, PCI-e 3.0 is a protocol specification but the physical interconnects are the same. Your GPU will be limited to 2.0 speeds, which AFAIK know the cards haven't maxed out.
