Here's the scoop have no idea. From what I know there is no way to make the sniper rifle shoot further and be accurate. I think the game engine doesn't do it. I've read that you can turn your bullet into a projectile and it will shoot across the map but it won't shoot through paper. Having said that I'm can't find where I read that. I will keep looking though.

Just another thought different weapons make you run at different speeds. Have you changed you load outs lately

Nothing was changed via speed and time. It could be the realism if you have been hit in the lower body you can't run as long same as foot. I was just in the server I seen no change in speed.
