In short no. This feature does exactly what Phantom said. It prevents access until you say yes. If you went into UAC and selected Never, then all it's doing is turning this feature off, and will never ask you again. Other than that, it doesn't touch any files, oor make any changes to programs. This feature can be useful in a home environment, but is a big pain in the ass administering at work. When I build machines at work, we always turn this off.
