Most pleasantly surprising was the performance of Windows 11 in VM under Parallels. Both Microsoft and Apple have emulation to run Intel software in their ARM environments. Unfortunately the macOS won't support 32-bit apps since about 4 versions back, so COD4 native for Mac hasn't been an option for me in years on any new hardware. Pleasantly surprised the Steam Windows (Intel) COD4 installed just fine and works very well with some tweaks.
