Sounds like your install has been corrupted...Delete your mp_sbase folder and re-down load it, also you may have to check on your GPU for a update from the manufacture as there is a good chance microsoft gutted you and your running on the best drivers they found...Ignore the safe mode as it defaults your settings every time...I could team view you if you continue to have a problem to help sort it out
