You have to get the mod tools through STEAM. Its under Library/Tools.

MOTHER FUCKER!!!!!!!!!!!!! No map editor. WTF is the use? The only last remaining hope is that there is no map editor because this is a BETA release. If there is no map editor in the final release of the mod tools, I am done with Black Ops and any future releases of COD.
