This is what I based the search off of and there is more to be seen

" The application-specific permission settings do not grant Local Launch permission for the COM Server application with CLSID "

I have tried all that had been suggested and it will not let me take permissions over my dcom . so should I just try to install fresh again?

As a last resort you may have to....You by chance are not running any program that will block/prohibit any web communication with outside source are you ? If so can you turn them off

This one really should have fixed it if followed correctly

Over at Tomshardware it's suggested that you delete some keys in the Reg pertaining to DCOM permissions. Don't know it you tried it yet.
