Slow Map Downloads

As the title says, more often than not, maps download really slow for me (less than 15KBps) and usually restarting the game would would have solved it, but not anymore, it only might work properly when the map changes unless it happens again... If anyone has any experience with this or any idea... 

Just some notes:

 - Game was reinstalled multiple times, it always kept happening

 - Windows was reinstalled twice, it happened on Windows 7, 8, 8.1 and 10.

 - Tried resetting config completely, three times, didn't change a thing, new profiles didn't help either.

 - Other than the map download, any other server works perfectly fine.

 - Tested on 4 PCs so far, all of them had it but as I already said, a game restart would fix it, but lately it doesn't (at least on my PC).

 - Other than occasional high ping, I don't have any network issues.

Select them server you wish to update maps on 1 at a time so not to pull them slowly

 

 

Here you will select edit then options

Here you will select the server and game you wish to update maps for *note sometimes it is best to do when you are not gaming that way your not wasting time watching and when your ready to play its done  ////also if pressed for time do one at a time other wise chose the ones you play

Here you will check for new files then start downloads

Tried multiple times, also tried reinstalling the downloader, it just shows "Checking, Please Wait ..." for about two minutes, then a message shows up (screenshot below) and then it keeps "checking" for a while longer before saying "There are no new files to download".

Just tried the downloader and it works good here. Maybe reboot your router?

I wonder if it would work to set it as cl_allowdownload 0, and cl_wwwdownload 1, or the other way around, to force it to download from the redirect or game, to try and bypass whichever is potentially causing the issue. No idea if that would work.

Sometimes there are required downloads for things like mod or map scripts that are not retrieved via a redirect. In which cases setting to 0 would lead to clients perpetually stuck at 0.
