Likely being a port, or at least consoles being a priority, they dont want to spend the money on something like that. Their likely player base is going to be full of kids. Most kids dont like browsers and really arent all that interested in communities. A least in the traditional sense. However I would think they must have some kind of party system so friends can play together.
As for the whole thing about maps falling out of favor as a reason, that is a farce. You can have servers and a browser. Just dont allow custom map rotations. Besides, when maps fall out of favor its usually because they suck. Business doesnt like that kind of thing to get around.
