The only way for the to get any information at all is by hijacking an exchange and monitoring trades. I don't think the exchange would be too happy about that...

Keep in mind how they compromised huge telecoms for years and we didnt know a thing about it. Likely banks also so they can track terrorism related money. There is no more anonymity on the internet. In the past the CIA bought and ran their own banks to use for holding and transferring money around. They likely still do.
