The MW2 has 33 slots. 32 for players, 1 for members to connect and kick non-members. When all 33 slots are full, wait a few seconds or minutes. If there are 33 players in the server there's usually one with a 999 ping downloading the map. All you have to do it wait a few seconds or a minute. It's not that difficult.
