You can't just go around building computers for just the cost of the components for everybody, otherwise how are you putting food on your table and paying your rent/mortgage. Now if by "rip you off" you mean sell you cheap, crap components, then yes - that's a shame. But many computer shops will build to your specs, or guide you in selecting great components for a build. Everyone wants everything for nothing well that drove me out of business and furthered the big box stores now there is no small shops out there that you can just drop in and get service. You get the idiot slobbering kid that knows nothing at the big box store. I miss the small shop days if you have one near you take pictures of it cause it wont last.

I also worked with a guy who used to be the owner's assistant there.) - Owner would walk over to our radioshack store and buy 10 thumbdrives to re-sell in his own store for $5 more. - Owner would keep peoples PC's for 3 weeks "while he removed viruses" but really all he did was have his assistant use free antivirus software like Malwarebytes. He would then charge the customer $150. - Owner would not check with customers before purchasing replacement components such as HDD's. He would then trap the customer into paying lots of money for cheap parts (he would mark them up). He would not give them back their PC till they paid.
