You might have to roll back to 1607 and set updates to only install updates for Businesses.  I was having the same damn problem with the 1709 Creators Update.  And it was causing incredibly bad lag in any other game.  This will defer any future upgrades until they are ready for a Business class environment.  They seem to be Beta testing builds on our Home PCs before releasing the fully debugged version for Business class PCs.

You can defer upgrades for up to 1 year with a couple edits. 1st one is simple to do in Local Group Policy editor.  Type (gpedit.msc) in your start menu Minus the ( ).  Navigate to: Computer Configuration,    Windows Components,    Windows Update,    Defer Windows Updates

Click (Select When Feature Updates are Received)  And select (Enabled) In the options. Select (Current Branch for Business) and select 30 days.  Check (Pause Feature Updates) and apply.  Restart PC and you should be good to go.
