They weren't expecting waves any larger than 2 feet, and the same for Hawaii. They warn people hours in advance on the islands with big sirens along the shore. We rent a house on Oahu every couple of years, and once in a while they test the sirens and scare the shit out of everybody. It's all long over now with no damage anywhere I know of.
