Are you 100% sure that you are in the main Administrator account? Powershell won't work from a guest account and it has limited capabilities under a System Administrative account. If it's not installed you should be able to select it in Windows Features. Type Windows Features in the search box and open it. Select PowerShell 2.0 from the list and press OK if it's not installed. There are several ways to install powershell 7.4 as well if that is what you are looking for.
