The main difference between PsExec and PowerShell remoting is that PsExec is a standalone tool that does not require any configuration or setup, while PowerShell remoting requires PowerShell to be installed and configured on both the local and remote computers.

Never use it unless I'm using it to install services or disable some of the built in crap. 

Are you 100% sure that you are in the main Administrator account? Powershell won't work from a guest account and it has limited capabilities under a System Administrative account.

 

If it's not installed you should be able to select it in Windows Features. Type Windows Features in the search box and open it. Select PowerShell 2.0 from the list and press OK if it's not installed.

There are several ways to install powershell 7.4 as well if that is what you are looking for. Here is a complete list.
