i7 5820k is really good for the money. The i7 5930k is slightly better but $200 more so really not worth it.Both have 6 cores and 12 threads.

Here's a combo deal.

http://www.newegg.com/Product/ComboBundleDetails.aspx?ItemList=Combo.2442353

Might want to wait a couple months till they work out the bugs in the LGA 2011-v3 boards. There seems to be ALOT of people having problems with them yet.Read several dozen reviews on different boards.Alot of people are having issues with parts falling off.PCIE slots, memory sockets, sata connectors or dead memory sockets, and a few with corrupt bios.I think most of them are failing due to very poor quality control.

Which makes no sense because the X99A Intel boards are 2x to 4x the price of the best AMD board.I paid $189 for my Asus ROG Crosshair V Formula Z 990FX board after $20 rebate It's the Best AM3+ board that you can get.And not a single problem with it yet.The Best Intel LGA 2011-v3 board is $530-$589 for fucks sake.

Depends what you are using you computer for.

Do you stream at all? If you do stream go for the i7-5820K.

What resolution are you using? For 1080p an i5-6600K would be just fine. 1440p and higher I recommend i7-6700K and i7-5820K.

Quad-Channel RAM vs Dual-Channel RAM I personally don't have a difference in usage and I have used both.

I'm currently running i5-6600K with GTX980-Ti at 1080p with 16GB RAM (4x 4GB dual channel)

I'd recommend overclocking your i7-970 if you haven't done so already since you already have the liquid cooling. If you aren't getting the performance you want after OC then go for an upgrade.

Where is your performance lacking?

Is it slow in gaming or other CPU intensive applications?

Your $650 budget I'd go with the i5-6600K if you absolutely must upgrade at this very moment.

The i7-970 maybe an old chip but it's not a bad chip either especially since you have it at 4.5GHz. I would not upgrade unless I absolutely have to.

There is no performance issues . I came into extra money and just would like to put into my computer. Also if i upgrade mine i can build another system with my old parts for the wife and get her off of mine. Lol . Also i built my step son a i7 6700k system and seams to out perform mine in some ways.

Since you are trying to have 2 systems then I say go for it.

You could also look into getting her a nice laptop for $650 unless you really want her to have a desktop.

for $650 you can get the i7 6700k ($350)  you'd want a decent MB that does overclocking well. so that would be in the price range of ($200)  The Gigabyte and ASUS boards in that price range will do. And 16 gigs of DDR4 ram. youd might want to shake a few bucks from the piggy to get a little more then your remaining $100 for some good DDR4 ram. but not too much. spending $150 on 16 gigs for good ram would be about right IMO.

then you can use all your old stuff PSU. HDD, SDDS etc to build you a great rig for sure.

That in fact is the way im going to do it.  its the cheapest way to a real powerful gaming rig.

its always nice to have that new PC smell. And I don't mean the "What the fuck just popped!?" smell. I don't want to start a riot here but I'm going to just ask.  Why not go AMD for the second PC?  I know clock for clock Intel beats out AMD and has for the last few years but, you can get respectable performance out of some of the AMD chips at a fraction of the cost of an Intel build.  Before people start bashing me for being an AMD fanboy (which I am NOT) Just take a moment and think a world without AMD is a world where Intel rules the market, prices soar, and advances in performance and technology become stagnant.  We as the consumer need AMD to stay competitive enough to keep Intel and Nvidia to keep pushing boundaries in performance and keep prices lower.

@Sgt.Twinkie   . I have always been a Intel and Nvidia guy.  I do agree without AMD Intel would rule the world and that would be no good. I think they help push Intel . which Is always a good thing  . maybe in 5-10years AMD when I build my next I will look into them .
