What are the pc specs? Ram, and graphics card? Wouldn't have thought these would have been an issue, but worth checking.

What size of screen do you have?

What is your ping like? Does it "jump" around a lot? For example, moving from 50 to 60 up and down, up and down, quickly, or is it fairly stable?

I guess The Intel issue is extremely rare and you need to push the CPU in a certain way to create the problem. Most likely, this will never happen to you. But... Intel was not transparent from the start. That creates a trust issue. Intel has now extended its warranty by two full years on 24 different 13th Gen and 14th Gen desktop chips, including Core i5, Core i7, and Core i9 models, after discovering that many CPUs based on its Raptor Lake architecture are susceptible to permanent damage

Based on extensive analysis of Intel Core 13th/14th Gen desktop processors returned to us due to instability issues, we have determined that elevated operating voltage is causing instability issues in some 13th/14th Gen desktop processors. Our analysis of returned processors confirms that the elevated operating voltage is stemming from a microcode algorithm resulting in incorrect voltage requests to the processor.

Intel is delivering a microcode patch which addresses the root cause of exposure to elevated voltages. We are continuing validation to ensure that scenarios of instability reported to Intel regarding its Core 13th/14th Gen desktop processors are addressed. Intel is currently targeting mid-August for patch release to partners following full validation.

Intel is committed to making sure all customers who have or are currently experiencing instability symptoms on their 13th and/or 14th Gen desktop processors are supported in the exchange process.

To help streamline the support process, Intel's guidance is as follows:

  • For users who purchased 13th/14th Gen-powered desktop systems from OEM/System Integrator - please reach out to your system vendor's customer support team for further assistance.
  • For users who purchased boxed 13th/14th Gen desktop processors - please reach out to Intel Customer Support for further assistance.
  • For users who purchased tray 13th/14th Gen desktop processors - please reach out to your place of purchase for further assistance.

I wonder if the 4k could be causing issues with a 3060. Do you know how to open the console in-game? Can you input this command without the quotations: "/cg_drawfps 1". This will show your fps on screen during the game. It will vary, but you want to see if you are getting a nice steady number, or if you are getting large dips or are are just permanently low. Ideally, if you have it set to say 125 or 250, it mostly just stays at that number, and isn't dipping way down to something like 50. I'd play a map or two with this on and see what it's doing.

Edit - This is for Cod4.

Also check to see if your nvidia drivers are up to date. You also might check your bios setting for which video you have selected, because I noticed your cpu has integrated graphics. Check to make sure you have the 3060 selected.

@Unarmed had a bad stutter when he first started on cod4.  i turned his graphic quality down a little bit in game, completely removed the lag and couldnt tell a difference in the game.
