Go to the steam forums and see if you can find that error message. This isn't the answer to fixing it, but the possible cause: http://forums.steampowered.com/forums/showthread.php?t=2108663 Though I would first try a Windows System Restore first.

You are still installing the game normally. However Like cod4 and cod5, which you had to install Punkbuster, you have to install steam, to LINK your DVD key to your steam account. It has two effects. 1. The DVD has the VAC installed as part of it (Value Anti Cheat). 2. If you cheat, it writes it back to your steam account, and bans you from playing multiple player. However if steam itself crashed. You wouldn't have to reinstall the game, but ONLY steam, which will remember that your DVD is registered to your account.
