its always had random spawns since i have ever seen it in our rotations...

In my mind you could say the same thing about all maps with random spawns.  They almost always make a map take the full time and it is very frustrating when someone spawns on you right after you've spawned.

Ok yea that one. I wrote up some additions that allowed moving spawnpoints in the mod for a lot of maps, including that one, but I dont remember if it got uploaded to the main server or not. Maybe just the test one. Its not there now. If anyone remembers playing it, the moved spawns had two locations for each team iirc. One team in the lower corner in the fields and the other up in the hilly area with the road. Is this correct?

I just love those spawns where I can see skeletons of teammates in front of me. Then one genius who happens to be in the front of everyone by a millimeter decides to go on a philosophical debate of "to pee or not to pee" and the rest of us are stuck and end up losing spawn protection in spawn. There is nothing wrong with slightly randomized spawns with a spawn region. Random spawns suck when they are all over the map, you've no idea who will spawn on your ass and knife you.

The script additions that allow moving spawns on that map and a few others after they load seems to work ok and I will upload this week. OW based mods already have a method to do this kind of thing but the map designer put a shit load of spawn points on the map for some strange reason and they were more than the spawn mover could handle. So had to do it differently.
