i had a brain fart when i wrote this and couldnt think of the word relay.   2 things. one there doesnt seem to be one anywhere. and 2 the hazard flashers use the same relay as the turns. if the hazards work then the flasher relay is good.

The flasher nd signal do both share the same relay how ever I have seen them go bad.....So simple things first.....check turn signal fuse

looks like u been here judging by ur sig on this page ....lmao

https://www.google.com/search?q=fuse+box+diagram+on+a+1998+lumina&tbm=isch&tbo=u&source=univ&sa=X&ei=4kqBUc2bM4j89gS3joDQAQ&ved=0CE8QsAQ&biw=1280&bih=709#imgrc=rXFFTi8XwKEGiM%3A%3BjqYFBaedSoVnuM%3Bhttp%253A%252F%252F1.bp.blogspot.com%252F-cXYuavj6MnQ%252FUHQrc60fMzI%252FAAAAAAAAAF0%252F_7NHClKARYs%252Fs320%252FFuse%25252BBox%25252BChevrolet%25252BS10%25252B1998%25252BDiagram.gif%3Bhttp%253A%252F%252Fchevroletfuseboxdiagrams.blogspot.com%252F2012%252F10%252Ffuse-box-chevrolet-s10-1998-diagram.html%3B300%3B199

If still a problem looks like thwe relay shares both sides while the e flashers are on so probly turn signal switch in column which is a multi stick with what I would guess has cruize and tilt...If u can get to the switch and spray with electronics cleaner u may save some labor.....Also would like to know if u mess with the stick do they work sometimes or not at all.....Wiggle nd see if u can get them to come on

is there anything else that doesn't work on the instrument panel?  check all fuses, sometimes they feel the need to  put more than one fuse in line for stuff. I found this out when I tried to pull mine for the airbag, it killed the entire dash cluster, and dome light was also tied in with speedometer and such. crazy combo's and double fused, from the factory manual.

mine wasn't on a lumina, but possiblity is there.

The fuse block on right side of dash fuse 30   10 amp fuse is turn signal fuse

Do stop lights work?

Try turning on the flashers 6 or 7 times

If stop lights work and turning on & off don't work sounds like a bad turn signal switch

no flasher aren't shared they are separate

Yes there are indeed two flashers. The one on the passenger side is for the hazard lights on the 1993 Lumina Euro. The other flasher is located on the drivers side underneath the dash. Once you get the panel off on the underside of the driver's side it will be on the right hand side (toward the center but before the shifter), it's cradled in a holster that was a pain for me to get out of. Good luck. Shouldn't take too long to do.

if replace the flasher anf get no brake lights then turn signal assy is defective

Yeah that little rocker switch in the assembly arm is pretty cheap. I had to replace one in my moms chevy. hell to take the column plastic off but once in it was pretty simple. little plastic crap that would never wear out if they used 20 cents worth of secondary steel or aluminum.

I would replace the bulbs first. Then replace the relay. They're cheap anyway.
