Until for some strange reason the CBS execs decided that the viewers didnt like the whole premise of the show. Which was to trick the enemy, usually small third world dictatorships, into destroying itself using subterfuge, lies, and deception. So, they changed their focus towards organized crime and various other domestic individuals and groups as the 'safe' option. No idea why they thought it was an actual problem since I am pretty sure ratings were always good.
